Requirements:

Expertise in creating cross-browser-compatible HTML web-pages using modern techniques and technologies;
Experience with PHP frameworks (YII, Zend. etc.);
Proficiency with Smarty template engine;
Experience with modern JS frameworks (jQuery, AngularJS, ReactJS, etc.);
Familiarity with libraries such as Bootstrap, Material Design;
Proficient understanding of code versioning tools, such as Git, Mercurial;
Understanding of W3C standards.

Preferred Qualifications:

Ability to write a clean code (formatting, comments, standards);
Understanding of object-oriented programming (OOP);
Ability to work with already-existing codes;
Knowledge of web application optimization techniques.
